U.S. President Barack Obama called for a “sputnik moment” in his recent State of the Union address, saying the U.S. needs “to reach a level of research and development we haven't seen since the height of the Space Race.” China, known often as the factory of the world, is trying to change its image by making R & D one of its top priorities. But will the country be able emerge as a leading innovator as opposed to a prolific imitator?
