Well, it seems that this system is pretty controversial. After going through their comments, I found that Chinese Internet users' opinions are quite pided. Some people here mentioned that this is not a new policy, and is actually already in place in some cities of Guangdong province, such as, Shenzhen and Dongguan.  That's because since the end of the last century, a lot of migrant workers have gone to Guangdong to look for jobs. They say this sort of policy is better for managing the huge floating population. It's also similar to the method of management carried out in some residential communities. Other people say they can't imagine that such a ridiculous thing could happen in modern China, let alone its capital.
