And as China opens up to the world it needs investment in this sector. Now the industry watchdog recently decided that this investment should come from the private sector.
More visitors attended the annual book fair in Hong Kong last July - the biggest book fair in the Chinese speaking world - than ever before. Two months later a delegation of more than 2000 Chinese government officials and businessmen arrived at Frankfurt.
The German government had invited them to be the Guest of Honour at the world's largest bookfair. The bookfair gave a further boost to China's burgeoning publishing industry, which now includes close to 1000 publishers of books, nearly 2000 newspapers and 10,000 magazines.
